This is easier than you think. If you make a really short race track and beat it fast, there's a good chance you'll get in the top 10. You might see my name there ;) |

I did this with the Dune Buggys, the Dune Buggys is prebuilt in your starter park so this should be very easy for most. Edit the track so that it is about as short as it can be then play it. You will need about 28 seconds as of this writing however since no one plays this game anymore it is extremely easy to get, I got it on my second try.
You can also get this by building a one-hole golf course and going for a hole in one. |
