When you are in Westgate Prison, you will be tasked with putting Warden Brighthouse's dress uniform into his locker. Snoop around in his locker. Then, turn around and use the key to open Jenny Patterson's Locker.

Solve the Lock puzzle. read everything in the box and you will get the achievement.
