In Chapter 11 when Riggs ask you to kill him, just walk away.

** Spoilers ** Save this bullet so you can "shoot the Oryx" a few steps up the road, get both achievements. You can also restart checkpoint as soon as cheevo pops so you can do the opposite (shoot Riggs) and get both cheevos. 3 easy cheevos, just like that.
