Personal I find the police car and three man gang member the way to go, and don't forget about the forget and forgive. By Level 8 they where a most and also by lvl 8 I had so much time it really did not matter as long as the hoe's where on the street.
i found that it helps to buy tons of ammo, and then save. so if you die just reload. this prevents you from constantly running out of ammo if you fail. also, grab a police car because they are fast, and take some time to shoot the drivers in the cars chasing you, not too much time tho or you will be overwhelmed quickly
