Usually, during the beginning-middle of the game, if you go near the ocean, (un-infected sides) there are usually dozens of civilians just taking a stroll near there. Start scaring them in one direction, quickly jump in front of them, and then use the sweep move with the whip. It takes a couple tries, but that's how I got it. |

Yeah, the sweep move is how I got it after watching a video on YouTube. Press X then hold Y. It may take a few tries, but it should work. |
