I did this achievement on normal, I think it's easier on normal. The rally point was set in the middle of the Covenant forces and following skulls were also used: "Pain Train" and "Bountiful Harvest", it takes a lot of time, but it also should be easier this way if you're having trouble with this achievement.

I did it on easy with the debuff skulls on
