If you go to the Jefferson Memorial before Dr. Li sends you there from Rivet City it wont unlock the achievement. Reload before you went into the Memorial if you can and do this mission.

I didn't get it either and I guess that explains why. I had a very hard time trying to get to Rivet City, and at one point I ended up at the Memorial.

This is glitched for a lot of people, including myself. I am just going to try on my second playthrough.
