I haven't built all 3 wings yet but I figured that shouldn't matter? Anyone know of a fix? Cheers

After you do that go inside and build at least 2 beds and 2 chests then go to the Orphanage in Riften and talk to the person you get kids off and she will let you buy one, you should then get the achievement.
