Yeah, this glitched for me as well, even though I had all six pieces, and
put it together, this didn't unlock.
I have to assume it happened because I still had 2 separate pieces on glass in my inventory that weren't checked off.
So I'm gonna try again without putting the pieces together until I have all 6. |

Yup, it glitches if you don't get the piece under the dresser at the crime screen the first time you are there.
I got all the pieces in order, it and unlocked. |
