When i've finished the game on supersoldier, this achievement didn't popped, just the one for supersoldier and normal dificulty (in that order) thankfully i've copied my saved game on an USB drive when i was at 18/19 level of the game, and i load that up and selected in game menu "veteran dificulty" and it pooped when i finished the game again. Hope this helped someone who had this problem
