Neither shows any reference to you having to clear these sets of stairs BEFORE having a chance to lob the air support smokey. The whole reason for getting the air support is to get past a street full of soldiers, so this achievement is granted by SAVING your air support till later. The words "Don't use your smokey straight away and clear the street first" should be popped into the description! Also, I know this isn't new but I've only just around to getting MW3!
