on cliffhanger, just get on the snowmobile and shoot the driver once, the vehicle will crash, then u get the achievement.

I killed multiple enemies with one shot many times, it's easiest with a sniper rifle. An easy spot to earn this is when all the enemies start coming out from the Nova gas station, there are so many that you'll have trouble not getting it using a sniper rifle. If you don't get it here, then in the one snowy mission when you're being stealthy with Price there's a good opportunity to get this. I personally earned this on the first mission, because three enemies lined themselves up so nicely. '
