To view your weapons proficiency, go to your players menu. To get it higher, just kill enemies with the certain weapon class.

Pretty easy, just keep killing enemies.

I got this during Crazy Earl's Scrapyard, using multiple weapon types often. If
you stay commited to 1 weapon type, this should come alot sooner.
