He's in Sanctuary, you will have to buy something from him for a story mission, just buy 4 more things. You need Eridium (now used as a special currency). |

#3 (Grohlvana) is correct.In Sanctuary near Moxxis place. Eridium isn't that hard to find, but it does take a few bars to buy something. |
