This is in the side quests area. My guess is it's Ventriloquist II.
The picture looks like her and she's separated from Scarface, as Joker has him in digital chapter #6. |

The last story achievement is 'Exit Stage Right' - the achievements down from there to this one are side-missions.
There's been rumours that characters like Mr. Freeze and the Mad Hatter will be 'optional' villains, meaning taking them on will be side-missions rather than story-related. In which case, this could very well be Freeze and his wife. |
