Pretty sure this will have to do with getting Hugo Strange off of your communication line. They showed that he was on you com line in the prequel comics. |

Storyline achievement, impossible to miss. For #9 up there, one is on the museum and another is on a nearby rooftop. The last is underground in the subway terminal. |
