In Jolly Roger's Bay, Go To The Wombas Teepee and Change To The Submarine, Then Freeze Every Tentacle In The Level With The Submarine Wave To Unlock This Achievement.

you don't have to be submarine to do it. It's enough with ice eggs just shot between the eyes
