Have at least always turned out that way for me. I'm lvl 11 and each time I am first or second top lvl I get to pick which character to play. Might be useful for people that don't have the effort to organize achievement boosting.

I was the only level 50+ player when I was trying it and in fifteen straight games I never got to choose a character once so I assume its a random pick whenever the person choosing exits the game and that person chooses 'til they quit as well. On the face of it all 4 dlc achievements aren't that hard to get its just this one relies on luck or the choice of others which is why its so hard to get.
