and complete the Campaign on hard ..

won't unlock the normal difficulty Achievements , you have to beat the game twice to get the hard Achievement , and twice on normal .

No, you start on one side on hard, start on the other side on normal, then you just do the three missions unique to one of the sides seperately in mission select to get the normal/hard achievements for the opposite sides.
