Another good place - The Lowdown East Pass. You return to the big statue after moving the cranes and cutting the rope, and there's a bunch of people waiting all over the statue to ambush you. They gather pretty close to you here. I got them to get even closer by getting up on the wooden area and having them follow me, right where Ninja Ninja is sat.

Do it after killing the gunner and cutting the rope. I was able to get five guys up there, but they has to surround me around the edge for them to half circle me.
