Alright for those of you who are looking at unlocking this achievment, I suggest you eliminate all of the targets before finishing the game. Just because 2 of the targets will be blocked off once the game is finished. You should be at 54/55 HVT's before you go out and kill Solano. I know the game allows you to kill the others...but two of the targets beside the chinese main base will be blocked off once the game ends. So keep that in mind. Hopefully this helps some people out. I finally got the achievment today, luckily I backed up my save at 82%...so that part was not blocked off for me.

...And Justice For All
You verified all high value targets. 50

this cheevo is really annoying because i ahve jsut completed the game and i didnt get it but yet i have 55 out of 55 of the hvts i look and everything is full
apart from te china which is 10/11 could someone please tel me what is happening?

You didn't capture Joyce for the Chinese.
If you didn't get "... And Justice For All" then you're just glitched.
You'll always have one End game faction at 10/11.

So WTF? I have beat the game twice...once for the AN and CAPTURED all of the HVTs and got ACE'S HIGH. Then a second time after a load and killed Joyce and Solano was killed in the helicopter. Both times I have 55/55 HVTs and I have still not gotten ...AND JUSTICE FOR ALL. WTF? This game has so many bugs its unbelievably anyone thought it was a good idea to release the game?! I am so sick of this garbage I can't wait to send it back to Gamefly! Does anyone know how to unlock this stupid achievement?

I guess I will try that and see if it works...the last China mission isn't that bad. I did try loading the game offline after I beat it and it didn't unlock then. Maybe it will work if I'm offline when its supposed to unlock?

Play through the game again. All achievements unlocked first time for me, but one of my friends had to go through twice.

That is definitely out of the question....who would play through this garbage again?!

Anyway, all I did was turn my xbox on without being connected to the network and loaded my last save. I then beat the game and it unlocked during the cutscene.

I also had the same problem but found the solution. Disconnect your xbox from the internet. clear the cache of your harddisk. Insert the game and load the save game before you finished the final mission. play the final mission and you will verify the latest hvt. during the final movie the achievement will unlock. This also worked for me for the stand up and shout achievement.

yeah thats what i had to do.. its really inexcusable to have glitchy achievements as bad as this 3 years after the box was released

This is how to properly unlock the achievement if it glitches for you.

If I delete my cache, will it mess up any high scores or anything on other games? I have Ninja Gaiden 2 and I dont wanna have to get all those UT kills again....

Relax. Clearing your cache does not mess with your high scores

U might have to download updates for games again but thats it

^ This is what I had to do. ^

I ended up having to play through the final mission 3 times.

The first time I beat it the game froze during the final cutscene, although in the process of freezing it unlocked Digital Man and Aces High.

Second time through, played offline, beat the mission and unlocked "he Hero and the Madman" and "Partners in Crime" (wtf?? i was playing by myself) but still no ..And Justice for All (of course)

I finally tried the above tip, beat the mission a third time, and the achievement popped up during the final cutscene. What a day!

when you clear the cache, you delete all the updates for all your games (retail and arcade)

I have one heck of a problem, I captured all HVTs (Solano, Peng, Etc) i have all of the HVTs my menu says 55/55 but when i passed the game i only got the "Aces High" achievement and not the "Justice for All", the only thing that i missed was the targets that have to be destroyed for the AN, and that's it, so my question is, What did i do wrong? and, Do Target Buildings count as High Value Targets toward this achievement?

from the dashboard go to the systems tab and click on memory next you press Y. after that press X,X,LB,RB,XX it should ask if you want to perform maintence choose yes.

im having trouble unlocking "shoot to thrill" and "be quick or be dead".
can your solution fix this?

Same exact scenario played out for me, took 3 times to get all achievements I had coming. I never cleared cache to get it though, I think achievement wise this game is just really messed up. It's almost as if it can't handle giving certain achievements at the same time after the last mission.

During the initial freeze it also gave me the millionaire achiev that I never got in the beginning, the billionaire achiev(I had 223m), the "Partners in Crime"(never even logged onto live with this game) and "The quick and the dead" (never sniped a single driver).

yea, most of you guys are lucky. i never got any achievements by glitches. my ...and justice for all got glitched and i dont have the save before solano. i guess i have to beet the game again. i think i glitched it myself. i got 56/55 hvts. i did the chinese and AN leaders. going to have to beet the game again

im in a bind, i dont have a save file before i did the last mission, i have captured alive all 55 HVT's yet i havent got aces high or and justice for all so can someone please tell me what the hell i can do without playing through the game again because id rather watch paint dry and play this game from the start again
