Can't understand the story, but the game is fun.

Hit start at main menu
Select which girl you want to play as (I suggest brown if its your first time playing. Her second (machine?) has the best stats)
Hit A
Hit A again
Start playing


Controls:

Left Thumbstick - Move
Right Thumbstick - Select Target
Right Trigger - Boost
Right Bumper - Center center camera and shoot
Hold A - Dumb Missile
Tap A - Shoot
B - Melee
Y - Smart Missile
X - Shield
Left Bumber - Increase altitude
Left Trigger - Decrease altitude
