Reward 7 of scenario mode help

I can't get this.... what am I doing wrong? I've read that you need to complete submission 9 in area 3, but there is no submission 9, there are only training, 1, 5, 7, tactical 1 & 2, and strategic. Any help would be great!

have you gone through on expert yet?
