Secession
I have all the policies unlocked except secession. Anyone have any advice for getting this policy?
--------- Secession --------- Cost: 500 Effect: Attempts to convince an enemy officer to secede from his force and become a ronin. How to Unlock: Random consultation. Uses: Sometimes if they don't want to join you, the next best thing is to get them to leave their ruler. |

Anyone get this policy? I hear that Yoshihiro Shimazu sometimes give this policy, but I've been using him for a while and haven't gotten this policy yet.
