Are the difficulty achievements stackable in this???

I'm afraid to say no. However,unless they made an update on Xbox Live,I would say most likely not. Before my 360 died,I beat this game on Captain difficulty,and I only got the Captain difficulty achievement. I didn't get the Ensign achievement. So,right before I got Xbox Live,I played through on Ensign,and then I played on Captain. Soon,I'll probably play on Admiral.

Not stackable and there is no update or DLC for this game.

I do have a question regarding this too, since you can replay the final mission, and you should theoretically be able to change the difficulty in the main menu (out of the game), can you beat it once, change the difficulty, and beat it again to get the other achievement?

No that will not work. I have tried it in the past. Replaying the final mission only helps you unlock the Legacy achievement. Not Captain or Admiral.
