Barriers
I've been coming across barriers in the game so I'm assuming that at some point I'll come back to these places and have to do something else there and that will break down the barriers. I also assume that there are some side quests to be done behind them as well. Am I right?

If you're referring to the blue cloudy barriers, then yes I believe you're correct. These are areas of cities that will open up as you progress through the game.

They just block future districts much like the one's you'll be in at the moment, they'll come down eventually and you'll be allowed to traverse across all of the city not just a single district.
