i downloaded the free one along with the 2 free car packs. ive read that i need to buy the south central pack, is this true???

To earn achievements in the South Central DLC, you must purchase it.

The free version of this DLC is to be able to play online with those who also have purchased the DLC, plus, a bigger map.
