Gang Operation question

I am completing this game for a 100%. I've been going trough the Gang Operations but I am stuck at 24/32 because no more are on the map. I have 6/8 on the Deckers map and 2/8 on the Luchadores map. Any ideas on why some of them are missing and unbeatable right now?

A lot of things messed up for me with the game, so sometimes quitting and going back will respawn certain things.

I used this map, but guess any will do. You have to get real close to the location to get them to display sometimes.

Not to mention that if you're in an aircraft, you need to be really close to the ground for them to show, as well.
