Gang members Taunted

Hello I have been using the site for a while, but I am new to the forums. I am playing and am having difficulty trying to taunt gang members to complete the challenge. The problem is I have already taken over the city 100% I have done all of the dlc and just about everything else I have a few achievements left to wrap but cant find the gang members to taunt. I am assuming that there is a way since it is not listed as a missable achievement. I check the challenge thread and did not find anything.

There is the odd occasion where you will come across a rival gang member. Glitched or not, I don't know, but I completed this part of the challenge after completing the game.

It is doable, just time consuming.

It's time consuming, especially if you're trying to taunt enemies who are shooting at you. I would suggest finding a gang member walking on the streets and try to up your notoriety meter on them to draw out more gang members. When you get your meter up, the gang members will be coming at you in waves. Try using your homies to distract them, so you can get some clean taunts in.
