Question bout dlc pack/achievement
ok for the achievement that requires you two have 350 armor/weapons can you download the dlc packs and have them count towards it?

Yes they do count towards the achievement. But you don't need them. There are enough in the vanilla game to get the achievement. If you feel like spending the points though, it will make it go faster. I have all of them personally and none of the weapons are useful at the end of the game.

More importent for me is the question if the new "Dark Arisen"-DLC which will come out in spring will add new achievements...

Most likely it will. pretty much all the DLC equipment is under powered. Some of it looks really cool though, like the Nameless armor set. Best things I have seen so far though is the Bezel Crown bow and the one Magic Knight weapon that gives you 5 gold for every hit. Useful early on when you could use some extra gold, or working towards the 10mil achievement.
