Buying used figs/portal thingy

First off, I don't know a whole lot about skylanders.

I want to get the game used if possible to save money. I know the figures save data on them. Is this data something I can erase and start over with so that my stats aren't someone else's?

Yes you can reset the figure in-game so you can buy them used

The data on each Skylander can be reset yes. You may infact want to check your local Gamestops ASAP as they have stopped taking in used Skylanders and even the game itself because of "theft of data" problems. So buying them used will be a thing of the past soon.

What is "theft of data"? Well to put it simply one could buy a Skylander new or used and put it on the portal without even opening it to get the corrisponding challenges for that Skylander then return it for a full refund.

I myself caught onto this early and informed one of my friends who is a DM for Gamestop about this, So I and a few others are most likely to blame for this.
