Photography Side Mission question (MAY CONTAIN SPOILERS)

I have done Pressing Matters but didn't think nothing of it until after doing:

Through The Hourglass - Sandman
Troubled Water - Hydro Man
Infectious Migration - Vulture

This is how far I have gone, so don't want to know beyond that, I only want to know who is Pressing Matters?

EDIT: No-one knows then either.
