AI tanks

everytime i play the AI on difficultly 9, after few turns the AI starts to go into his ''tank'' and thinks for a stupid amount of time... (theres a blue spinning circle below his name).

I can go into menus and move the camera angle around, so the game it self doesnt freeze.

Does anyone else experience this?

i have let him think over 20 mins and nothing....
