Waking Nightmare quest glitch

I am trying to finish the Waking Nightmare quest, but the guy I was following disappeared once we went inside the building I was following him to. No matter what I do, I cant get him to appear. I need to finish this quest to allow me to buy a place outside of Dawnstar for the Buy 3 plots of land cheevo. Anyone know how I can fix the glitch without backtracking hours of gameplay to an old save?

Doesnt sound fixable. Just use an old save.

Jesus Christ this is still an issue with this game? This was glitched since day 1 of release, "I remember I was there and posted about this on that day."

The only way to fix this is to reload a saved game from before you entered.

When I first got this game, I was reading about it and remember seeing "save and save often". These issues are why. I know I've been saved because of previous saves.
