Wesley Cutter Factory

There is a region in my game while I am trying to 100% all areas that I can not complete. It is up in the northeast corner of Steelport and it is Wesley Cutter Factory. I don't control the southwest corner of that section, and it doesn't have any activities for me to do or any shops to buy. However, it does say I have a gang op missing in that area, but I have drove around the whole area looking for it but I didn't find anything. Can you guys help?
