So, like a fool, I instantly sold the goggles and shirt for being level 1 items. I'm on my first playthrough, and I'm not even done yet. I guess I checked the achievement guide a little too late...

How can I get this achievement without deleting and re-downloading the game?

It only took a couple of hours to get right back to where I was.

Luckily you got through but honestly never sell anything even though the shop items are all useless compared to the random loot and survival rewards. Even the lvl 45 settlement survival tuxuedo reward looks better then the tuxuedo you can buy for 2,000,000 scrap.

So is this only missable because you can sell the gear? I am assuming that if you don't sell your gear when you earn it, you should have no trouble getting this at any time?
