I have the most success "not getting hit" using either a plane with a laser or a plane with the cluster flares.

With the laser, I just stay out of range (with no enemy planes in my screen) and shoot down the planes "off-screen".

With the cluster flares, I stay high as close to outerspace as possible, and do tight loop-da-loops laying down a continuous barrier of flares - firing the flares at the bottom of each loop.

The above works well on the easy levels, when you don't have laser planes or ground lasers shooting you.
