There are rumors about the emblems being unlocked at Clan Levels with the next Elite update.

They are now listed as Clan unlocks, for example:

Definitely unlocked via clans legitimately, my clan reached level 24 last night after the clan ops and this morning I had one of the emblems unlocked.

I think as it stands, you only unlock them once you reach a certain level. For example, you'll unlock one at level 34.

I, for example, unlocked the level 24 one as we just hit 24, but the ones that you unlock for levels lower than 24 are still unavailable for me.

You guys aren't in clans are you? It says you have them unlocked but they aren't being rewarded.

I am in a clan, maybe they part released a patch, so if your clan crosses one of these milestones it unlocks, but needs another update for ones we've already passed ?!?

This. I think our clan broke level 8 yesterday and today we got some emblems I believe. That's what my friend was saying.
