bounty in all 9 holds

do I need to have the 1000 bounty in all 9 holds at once to get the achievment?or can I do them 1 by 1?

I'm quite sure you need to have 1000 bounty in all nine holds simultaneously in order to get the achievement.

Yup. All at once.

It's not too hard. Just kill a guard and then run away until you can fast travel to another city. Repeat for each, and then reload a save from before you started your weird killing spree after the achievement pops.

Exactly what I did and how I did it. Takes 10-20 minutes unless you get some VERY motivated guards following you.
