I've been going through each scene and still haven't unlocked this achievement. Is there something I'm missing??? I could swear I've done them all. Any help would be appreciated.

The last scene is a video background called "Gorilla Swagger". You must obtain 2,500,000 fame and the fame achievements before this last scene is available. That makes "complete all video backgrounds" and "complete all scenes" almost impossible with the broken fame system.

Ah, so it's tied to that. Great.... I had fun with the game, but the fame system is rediculous....
