Trouble with Vigilante Achievement

I didn't get this on my first playthrough, and it doesn't seem to be unlocking in New Game+.

I've completed 15/23 Vigils, and no Achievement.

The same happened to me, but what you have to do is go to the memorial and click on all the ones you have done and then the achievement will pop. hope this helps
