I've found a really easy way to do this achievement. I actually found this one insanely hard since it's based on luck but after I figured out a much easier way to unlock the achievement. I thought I would share the secret trick

You want to start a game on "Bull Market" mode (classic board)
Put one "Easy AI" to play with
Once the game starts you will want to be the player starting first. (If you don't start first. Create the match again)
Only buy the "Waterworks & Electric Company" during the auction
Once you've rolled and started the game off, you will then watch the other AI player roll. (now here's the trick part)
You want the AI player to roll two 6's (if the AI doesn't roll two 6's, press start quickly and exit game. You will then want to load up the game you just quit out of by going to "Played Saved Game" at the main menue screen)

KEEP REPEATING SECTION 6 UNTIL THE AI ROLLS TWO 6'S. WHEN THE AI DOES, YOU JUST SIT BACK, WATCH THE SHOW AND BLEEP BLOOP ACHIEVEMENT UNLOCKED !
