Need Help with war or peace

I got Lacus rank 4 of friendship but not sure who els I need to rank up for the mission. would i need Kira and Athrun rank 4?

I had all the characters from the series at level 4 except Ahtrun when I had it unlock. This includes Kira, Shinn, Lunamaria and Lacus. I'd say just keep getting these guys up in friendship and you'll get the mission eventually.
