Technical Genius Won't Unlock

As far as I can see I have upgraded everything and I still don't have the achievement

This achievement isn't glitched as far as I've seen. I'd go through again to make sure you have every single module, ammunition type and weapon fully upgraded. You'll most likely find something you missed.
