Online levels

If I play through the game Co-Op or online etc. with a friend, if one of us are say, level 7, will it be hard for the level 1 person?

Does it scale the difficulty in some way, or how does that work? Are all enemies at the highest level or are they somewhere in between?

Though I don't know for certain, I don't think it matters. The character level is mostly, AFAIK, just to raise your character's health. It's very important, unless you're an expert at dodging everything, but it shouldn't affect anything else ingame.

The only thing I think that affects online level difficulty is the level #. Generally, the 3rd versions throw trolls and bombs at you for the most part, rather than the basic grunts.
