The suburbs not unlocking

Hi guys, on the achievement guide it says that "the suburbs" cheevo is story related and can't be missed, but I've completed the game, and have the achievements for completing the town and desert, but the suburbs didn't unlock

Have I hit a glitch or should I just replay the missions from level select?

you missed a mission - you probably didn’t select replay in a mission when it failed
