I was just wondering if anyone knew. Can you use MS points on windows phone or do you have to use a credit card? Also I noticed games that I own on live I cant play on my phone. Do I have to buy them again?

Games on the WP7 are completely different than the XBLA versions. Yes, you need to buy them again (they have a new set of achievements though).
You can either pay with a CC or have the items billed to your monthly phone bill, depending on your provider.
