I got them awhile ago and have never been able to use them. For awhile there was an icon for the thing but now it's gone. And any time I go to the tailor it still says I've got 5/5.

Do I have to wait for a certain part of the story I haven't gotten to yet? An early glitch?

You have to jump off a high building and then press x.
