That is correct. You can actually do this in a "local multiplayer match" and just set the tournament for 1 hole(i just used a short custom hole). Fully customize all four characters and win one time with each character and the achievement will pop.

What is considered customization? I have changed every option that the stock player has and still no achievement.

You must change an item for everything (hair/face/trousers etc.) with all 4 characters and WIN the tournament.

yeah i got it, just chose each character in turn, selected randomise outfit then won the tourn.

I have confirmed that this method does not work on just one hole. You can play against another controller or player online or single player but you have to do a whole tourny. I have tried several different ways and it does not work so please do not listen to the methods above. They are false.
