Tower Surgeon Won't Unlock

I have done this multiple times but am unable to get tower surgeon to unlock on either of my accounts, any ideas?

Got it last night finally. After giving up from multiple attempts it just popped out of nowhere. NICE!

turn off hints, just got it, 2nd try..
